Narrative:

Our flight was cleared bonneville 1 arrival, slc, cross knole intersection at 17000 ft. WX (thunderstorms) prevented us from going direct knole. Vector to parallel was required and granted to parallel our track. Subsequently given 250 KT speed restr. I discovered because of the speed restr, we would not make knole or abeam knole at 17000 ft. Could not get a hold of center due to radio traffic. Finally at approximately 5-10 NM abeam knole, center acknowledged with an 'ok, I see you 4000 ft high,' with no further instruction. Handed off to approach control. Factors: deviations due to WX (thunderstorms). Speed restrs with late descent clearance. High radio traffic, unable to contact center. Ambiguous response from ATC. High workload with FMS/FMC EFIS type aircraft.

Title: AN A310C DSNDS ON AN OFFSET TRACK (DUE TO WX) IN ZLC AIRSPACE AND MISSES REQUIRED XING ALT BY 4000 FT.

Narrative: OUR FLT WAS CLRED BONNEVILLE 1 ARR, SLC, CROSS KNOLE INTXN AT 17000 FT. WX (TSTMS) PREVENTED US FROM GOING DIRECT KNOLE. VECTOR TO PARALLEL WAS REQUIRED AND GRANTED TO PARALLEL OUR TRACK. SUBSEQUENTLY GIVEN 250 KT SPD RESTR. I DISCOVERED BECAUSE OF THE SPD RESTR, WE WOULD NOT MAKE KNOLE OR ABEAM KNOLE AT 17000 FT. COULD NOT GET A HOLD OF CTR DUE TO RADIO TFC. FINALLY AT APPROX 5-10 NM ABEAM KNOLE, CTR ACKNOWLEDGED WITH AN 'OK, I SEE YOU 4000 FT HIGH,' WITH NO FURTHER INSTRUCTION. HANDED OFF TO APCH CTL. FACTORS: DEVS DUE TO WX (TSTMS). SPD RESTRS WITH LATE DSCNT CLRNC. HIGH RADIO TFC, UNABLE TO CONTACT CTR. AMBIGUOUS RESPONSE FROM ATC. HIGH WORKLOAD WITH FMS/FMC EFIS TYPE ACFT.
