Narrative:

I am a CFI, not a multi-engine instructor. On may/xx/97, a person came into FBO and said he wanted to go for a ride in our twin, which is one of the planes that our FBO rents. Since I am a multi-engine commercial pilot, I said I could take him for a ride. After we got back, he asked me to sign his logbook, which I did. I entered 1.2 hours multi, 1.2 hours dual, 1.2 hours PIC, and signed my name and certificate number. Pilot paid for the plane rental but did not pay me for any services. On may/yy/97, inspector from the jackson, ms, FSDO office was doing an FAA part 141 certification on our school and airplanes and saw that our names were in the twin's logbook and he came to interview me. He said I didn't have to talk to him but I did anyway in order to cooperate. He asked me why I gave multi-engine instruction without being an mei. I explained how pilot wanted to go for a ride in the twin and I said ok, and I merely documented the flight in his logbook. I found out later that it would have been better not to fill in anything in the dual column and not to put my name in his logbook. Inspector told me that the entry in the logbook could be crossed out and that I could write that it was written in error and to initial it. The next day, may/zz/97, I brought inspector both our logbooks (mine and pilot). Inspector then made copies of both our logbooks and my certificates. He then said that pilot logbook entry couldn't be corrected and now I was in a real bind. He told me that there was a 99.9% chance that all my certificates would be revoked since I had 'falsified pilot logbook,' and that I could 'forget any chance of being hired by an airline.' he said I would be getting a letter in about 10 days from the FAA. He shook my hand and off he went. I feel that inspector on the first day, tried to trick me into thinking he was my friend and that it was ok to bring our logbooks to him and make copies of them. He never once asked permission to make copies of my logbook, pilot logbook, or my certificates. He led me to believe that if I cooperated with him, that he would let my boss at FBO handle the matter. Once I brought him everything he wanted, he turned on me, threatening that my licenses would be revoked. I have talked with several attorneys and will pick one soon to handle my case.

Title: GA, CFI, NOT A MULTI-ENG CFI, WAS ASKED TO FLY WITH A PLT IN A TWIN. AT THE END OF THE FLT, PLT REQUESTED HE SIGN HIS LOGBOOK. IN SO DOING, THE CFI INADVERTENTLY SIGNED FOR 1 PT 2 HRS DUAL. FSDO INSPECTOR WAS CHKING THE FBO TRAINING AND NOTED THE CFI HAD SIGNED THE LOGBOOK INDICATING DUAL INSTRUCTION HAD BEEN GIVEN. THREATENED ACTION AGAINST THE PLT.

Narrative: I AM A CFI, NOT A MULTI-ENG INSTRUCTOR. ON MAY/XX/97, A PERSON CAME INTO FBO AND SAID HE WANTED TO GO FOR A RIDE IN OUR TWIN, WHICH IS ONE OF THE PLANES THAT OUR FBO RENTS. SINCE I AM A MULTI-ENG COMMERCIAL PLT, I SAID I COULD TAKE HIM FOR A RIDE. AFTER WE GOT BACK, HE ASKED ME TO SIGN HIS LOGBOOK, WHICH I DID. I ENTERED 1.2 HRS MULTI, 1.2 HRS DUAL, 1.2 HRS PIC, AND SIGNED MY NAME AND CERTIFICATE NUMBER. PLT PAID FOR THE PLANE RENTAL BUT DID NOT PAY ME FOR ANY SVCS. HE ASKED ME WHY I GAVE MULTI-ENG INSTRUCTION WITHOUT BEING AN MEI. I EXPLAINED HOW PLT WANTED TO GO FOR A RIDE IN THE TWIN AND I SAID OK, AND I MERELY DOCUMENTED THE FLT IN HIS LOGBOOK. INSPECTOR TOLD ME THAT THE ENTRY IN THE LOGBOOK COULD BE CROSSED OUT AND THAT I COULD WRITE THAT IT WAS WRITTEN IN ERROR AND TO INITIAL IT. THE NEXT DAY, MAY/ZZ/97, I BROUGHT INSPECTOR BOTH OUR LOGBOOKS (MINE AND PLT). INSPECTOR THEN MADE COPIES OF BOTH OUR LOGBOOKS AND MY CERTIFICATES. HE THEN SAID THAT PLT LOGBOOK ENTRY COULDN'T BE CORRECTED AND NOW I WAS IN A REAL BIND. HE TOLD ME THAT THERE WAS A 99.9% CHANCE THAT ALL MY CERTIFICATES WOULD BE REVOKED SINCE I HAD 'FALSIFIED PLT LOGBOOK,' AND THAT I COULD 'FORGET ANY CHANCE OF BEING HIRED BY AN AIRLINE.' HE SAID I WOULD BE GETTING A LETTER IN ABOUT 10 DAYS FROM THE FAA. HE SHOOK MY HAND AND OFF HE WENT. I FEEL THAT INSPECTOR ON THE FIRST DAY, TRIED TO TRICK ME INTO THINKING HE WAS MY FRIEND AND THAT IT WAS OK TO BRING OUR LOGBOOKS TO HIM AND MAKE COPIES OF THEM. HE NEVER ONCE ASKED PERMISSION TO MAKE COPIES OF MY LOGBOOK, PLT LOGBOOK, OR MY CERTIFICATES.
