Narrative:

While performing a rolling takeoff from fat on may/xx/97, our jet blast knocked over 3 service men working on F16's at the end of the runway. I feel that idle power should be used when personnel or equipment are in the area until the aircraft is aligned for takeoff. Callback conversation with reporter revealed the following information: reporter stated that he heard about this incident which he caused the next day after returning home. With help of his chief pilot all flcs in his company going into fat are given a mandatory electronic message to read bringing this matter to their attention. The bulletin advises them to go to idle power when turning in front of the military ground personnel when rolling onto the runway. He heard that the military personnel received only minor injuries.

I FEEL THAT IDLE PWR SHOULD BE USED WHEN PERSONNEL OR EQUIP ARE IN THE AREA UNTIL THE ACFT IS ALIGNED FOR TKOF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HEARD ABOUT THIS INCIDENT WHICH HE CAUSED THE NEXT DAY AFTER RETURNING HOME. WITH HELP OF HIS CHIEF PLT ALL FLCS IN HIS COMPANY GOING INTO FAT ARE GIVEN A MANDATORY ELECTRONIC MESSAGE TO READ BRINGING THIS MATTER TO THEIR ATTN. THE BULLETIN ADVISES THEM TO GO TO IDLE PWR WHEN TURNING IN FRONT OF THE MIL GND PERSONNEL WHEN ROLLING ONTO THE RWY. HE HEARD THAT THE MIL PERSONNEL RECEIVED ONLY MINOR INJURIES.
