Narrative:

I had just completed a relief briefing at R24 (cvi) sector in which the controller informed me that the sector did not have any frequencys. Main and standby frequencys were inoperative and the buec did not work. There was an aircraft in the sector that needed a descent clearance into orf. I informed the supervisor that an alternate plan would have to be made because I was not going to take any handoffs if I could not speak to the planes. He asked 'why do you have to be such a fucking asshole.' I requested to be relieved from the sector so that the situation could be discussed further. The supervisor informed me that this situation had lasted several hours before a technician was sent to the site. There isn't a spare frequency for the area. The supervisor had instructed me to take handoffs even though he knew of the frequency problems and tmu had not issued rertes to avoid the cvi sector.

THERE WAS AN ACFT IN THE SECTOR THAT NEEDED A DSCNT CLRNC INTO ORF. I INFORMED THE SUPVR THAT AN ALTERNATE PLAN WOULD HAVE TO BE MADE BECAUSE I WAS NOT GOING TO TAKE ANY HDOFS IF I COULD NOT SPEAK TO THE PLANES. HE ASKED 'WHY DO YOU HAVE TO BE SUCH A FUCKING ASSHOLE.' I REQUESTED TO BE RELIEVED FROM THE SECTOR SO THAT THE SIT COULD BE DISCUSSED FURTHER. THE SUPVR INFORMED ME THAT THIS SIT HAD LASTED SEVERAL HRS BEFORE A TECHNICIAN WAS SENT TO THE SITE. THERE ISN'T A SPARE FREQ FOR THE AREA. THE SUPVR HAD INSTRUCTED ME TO TAKE HDOFS EVEN THOUGH HE KNEW OF THE FREQ PROBS AND TMU HAD NOT ISSUED RERTES TO AVOID THE CVI SECTOR.
