Narrative:

Departed geu, was told to contact luke departure (in VFR), which I did and they told me to contact local controller to pass through class D airspace. Called and they did not want to talk to me -- back to luke which at that time was busy. I don't believe that I entered D airspace according to my location over the ground by my chart, however there was confusion about the situation. This is the second time that I have come out of geu this yr and both times was handled different. There has to be a better way for transit pilot to go through this area.

Title: M20E TKOF GEU, DESIRED TO FLY THROUGH LUKE AFB CLASS D. GEU TWR HANDED HIM OFF TO LUKE DEP CTL. DEP CTL HANDED HIM OFF TO LUKE TWR WHO DID NOT WANT TO TALK TO HIM. HE WENT BACK TO LUKE DEP CTL. HE DOESN'T THINK HE ENTERED THE LUKE CLASS D AIRSPACE.

Narrative: DEPARTED GEU, WAS TOLD TO CONTACT LUKE DEP (IN VFR), WHICH I DID AND THEY TOLD ME TO CONTACT LCL CTLR TO PASS THROUGH CLASS D AIRSPACE. CALLED AND THEY DID NOT WANT TO TALK TO ME -- BACK TO LUKE WHICH AT THAT TIME WAS BUSY. I DON'T BELIEVE THAT I ENTERED D AIRSPACE ACCORDING TO MY LOCATION OVER THE GND BY MY CHART, HOWEVER THERE WAS CONFUSION ABOUT THE SIT. THIS IS THE SECOND TIME THAT I HAVE COME OUT OF GEU THIS YR AND BOTH TIMES WAS HANDLED DIFFERENT. THERE HAS TO BE A BETTER WAY FOR TRANSIT PLT TO GO THROUGH THIS AREA.
