Narrative:

I called hon flight service at XX15 and filed 2 IFR flight plans. Bkx to abr and abr to rap. I received a standard WX briefing, but was not given any NOTAMS. Nearing abr, ZMP informed me a commuter was approaching behind me so I canceled IFR so as not to delay the commuter. I then called my position on 122.7 and declared I intended to land runway 31 at abr. I called again on final to runway 31 and received no response either time. After landing, I noticed construction equipment on taxiway between runway and parallel taxiway. I could see barricades near the intersection of runways 13/31 and 17/35. I then taxied back to the approach end of runway 31 and attempted to exit onto the taxiway. I was unable to get onto the taxiway because an 'X' weighted with sandbags had been placed on the taxiway. FBO called twice on 122.7 and I answered both times. On the third call I switched radios and they informed me their volume had been turned down. I informed a man with the construction crew that an 'X' should be placed on the end of the runway rather than the taxiway. Later that day, I again called hon flight service and asked if there were any NOTAMS for abr. She stated there were several including runway 13/31 closed for construction and ILS for runway 31 was shut down. She also stated I should have received those NOTAMS.

Title: C310R LANDS ON CLOSED RWY AT ABR WHEN THE PROPER NOTAMS WERE NOT GIVEN TO RPTR WHEN HE FILED HIS FLT PLAN WITH HON FSS. UNICOM AT ABR WAS INOP MAKING IT IMPOSSIBLE FOR RPTR TO GET FIELD INFO. RWY CLOSURE MARKINGS WERE INSTALLED ON A TXWY RATHER THAN ON THE RWY AS REQUIRED. RPTR HAD NO IDEA HE WAS LNDG ON A CLOSED RWY.

I CALLED AGAIN ON FINAL TO RWY 31 AND RECEIVED NO RESPONSE EITHER TIME. AFTER LNDG, I NOTICED CONSTRUCTION EQUIP ON TXWY BTWN RWY AND PARALLEL TXWY. I COULD SEE BARRICADES NEAR THE INTXN OF RWYS 13/31 AND 17/35. I THEN TAXIED BACK TO THE APCH END OF RWY 31 AND ATTEMPTED TO EXIT ONTO THE TXWY. I WAS UNABLE TO GET ONTO THE TXWY BECAUSE AN 'X' WEIGHTED WITH SANDBAGS HAD BEEN PLACED ON THE TXWY. FBO CALLED TWICE ON 122.7 AND I ANSWERED BOTH TIMES. ON THE THIRD CALL I SWITCHED RADIOS AND THEY INFORMED ME THEIR VOLUME HAD BEEN TURNED DOWN. I INFORMED A MAN WITH THE CONSTRUCTION CREW THAT AN 'X' SHOULD BE PLACED ON THE END OF THE RWY RATHER THAN THE TXWY. LATER THAT DAY, I AGAIN CALLED HON FLT SVC AND ASKED IF THERE WERE ANY NOTAMS FOR ABR. SHE STATED THERE WERE SEVERAL INCLUDING RWY 13/31 CLOSED FOR CONSTRUCTION AND ILS FOR RWY 31 WAS SHUT DOWN. SHE ALSO STATED I SHOULD HAVE RECEIVED THOSE NOTAMS.
