Narrative:

The new communication system at D10 is incompatible with the vscs system in use at ZFW. When ZFW uses a 'holler' or 'shout' line, a delay of 1-2 seconds occurs before the 2 system sync, causing the xmissions from ZFW to D10 to be cut off. This results in confusion for D10 as they do not know who is being called. It further adds workload and complexity to ZFW controllers by requiring a 'pause' before the transmission (delaying time-critical control instructions or coordination) or multiple calls (to ensure a complete call). The FAA is aware of this problem but has failed to correct it. The ZFW/D10 problem is not unique and is occurring in other center/TRACON system as well (ie, ZHU/I90). Callback conversation with reporter revealed the following information: reporter indicated that the problem has been escalated from the local level and is being worked by FAA in washington. Reporter alleged that some dfw controllers are also submitting paperwork on the problem. Reporter is unaware of whether or not a ucr has been filed.

Title: RPTED SIT IN WHICH THE NEW COM SYS AT D10 IS INCOMPATIBLE WITH THE VSCS SYS AT THE CTR. RPTR STATES XMISSION CALLS ARE DELAYED AND CUT OFF TO THE TRACON UNTIL EQUIP IS IN SYNC.

Narrative: THE NEW COM SYS AT D10 IS INCOMPATIBLE WITH THE VSCS SYS IN USE AT ZFW. WHEN ZFW USES A 'HOLLER' OR 'SHOUT' LINE, A DELAY OF 1-2 SECONDS OCCURS BEFORE THE 2 SYS SYNC, CAUSING THE XMISSIONS FROM ZFW TO D10 TO BE CUT OFF. THIS RESULTS IN CONFUSION FOR D10 AS THEY DO NOT KNOW WHO IS BEING CALLED. IT FURTHER ADDS WORKLOAD AND COMPLEXITY TO ZFW CTLRS BY REQUIRING A 'PAUSE' BEFORE THE XMISSION (DELAYING TIME-CRITICAL CTL INSTRUCTIONS OR COORD) OR MULTIPLE CALLS (TO ENSURE A COMPLETE CALL).
