Narrative:

On apr/wed/97, at approximately PM05 EDT, learjet requested taxi for takeoff from roa. We were cleared to taxi to runway 6 to hold short of runway 33 on taxiway D. Thence cleared to taxi across runway 33 to runway 6 via taxiway east. We continued taxi via taxiway east and per company procedure, I continued to read our challenge and response checklist for taxi and takeoff. As the PNF, I did not notice the unusual position of the ILS and runway 6 hold line (see attached roa airport diagram). As we turned onto the parallel portion of taxiway east, ground control asked if we were ready for takeoff. As we had passed the runway 6 hold short line, I told ground that we were ready. Ground control suggested 'you might want to file a NASA report as management has become very picky about this situation.' I contacted tower and we were cleared for an immediate takeoff as traffic was on 2 1/2 mi final. The remaining portion of the flight to ags was normal. During cruise portion of flight, this situation was discussed with the first officer (PF) and he stated that he did see the hold short line, but due to the FAF setback, thought it was the ILS hold. The airport diagram was out on the PNF side. I feel this procedure is very different than normal, and that some type of short reminder be given during taxi clearance from ground control of the abnormal setbacks of the ILS and runway hold line during the use of runway 6. Supplemental information from acn 367002: we taxied down taxiway echo and proceeded with the taxi checklist which required me to look inside a couple of times to check engine and flight instrument. I looked up and saw the yellow hold short lines for runway 6 but thought they were the ILS hold lines because of their location, expecting the runway hold short lines to be around the corner on the parallel taxiway east. Bottom line -- I should have reviewed the airport chart more thoroughly and had it in front of me instead of the PNF.

AS WE HAD PASSED THE RWY 6 HOLD SHORT LINE, I TOLD GND THAT WE WERE READY. GND CTL SUGGESTED 'YOU MIGHT WANT TO FILE A NASA RPT AS MGMNT HAS BECOME VERY PICKY ABOUT THIS SIT.' I CONTACTED TWR AND WE WERE CLRED FOR AN IMMEDIATE TKOF AS TFC WAS ON 2 1/2 MI FINAL. THE REMAINING PORTION OF THE FLT TO AGS WAS NORMAL. DURING CRUISE PORTION OF FLT, THIS SIT WAS DISCUSSED WITH THE FO (PF) AND HE STATED THAT HE DID SEE THE HOLD SHORT LINE, BUT DUE TO THE FAF SETBACK, THOUGHT IT WAS THE ILS HOLD. THE ARPT DIAGRAM WAS OUT ON THE PNF SIDE. I FEEL THIS PROC IS VERY DIFFERENT THAN NORMAL, AND THAT SOME TYPE OF SHORT REMINDER BE GIVEN DURING TAXI CLRNC FROM GND CTL OF THE ABNORMAL SETBACKS OF THE ILS AND RWY HOLD LINE DURING THE USE OF RWY 6. SUPPLEMENTAL INFO FROM ACN 367002: WE TAXIED DOWN TXWY ECHO AND PROCEEDED WITH THE TAXI CHKLIST WHICH REQUIRED ME TO LOOK INSIDE A COUPLE OF TIMES TO CHK ENG AND FLT INST. I LOOKED UP AND SAW THE YELLOW HOLD SHORT LINES FOR RWY 6 BUT THOUGHT THEY WERE THE ILS HOLD LINES BECAUSE OF THEIR LOCATION, EXPECTING THE RWY HOLD SHORT LINES TO BE AROUND THE CORNER ON THE PARALLEL TXWY E. BOTTOM LINE -- I SHOULD HAVE REVIEWED THE ARPT CHART MORE THOROUGHLY AND HAD IT IN FRONT OF ME INSTEAD OF THE PNF.
