Narrative:

I was planning on going for a pleasure flight to view the floods on the mississippi and minnesota rivers on apr/mon/97. Before I went I called princeton FSS in the early afternoon and asked them if there were any advisories or restrs in the flood area. The specialist said there was nothing published. I asked him if downtown st paul airport was closed and he said yes. I departed lake elmo at about XA00 and flew to downtown st paul and then headed down the river towards south st paul. When I got about 1 1/2 mi east of sgs, I called on the unicom frequency to advise anybody around the airport that I would be passing by on the east side of the river over the refinery at 2000 ft MSL. A person came back and said that there was a temporary control tower at fleming because st paul was closed, and that the next time I pass through to call the tower on 118.5. I didn't contact the tower because at this point I was well past the airport. I then went on with the rest of my flight. But I also called princeton FSS and asked them again about any NOTAMS, advisories, or restrs on my route of flight from downtown st paul past south st paul, fleming and up the minnesota, and again the answer was none. I then questioned him about south st paul fleming field and he then told me there was a NOTAM about the temporary tower. I asked him how come I wasn't told about this and he said I only asked about the flood area. I told him I asked for any NOTAMS, advisories or restrs and that should have covered it. I believe that when a person asks for advisories or NOTAMS for a specific area, FSS should give them all, not just what they think they should give. This oversight on his part created a very unsafe condition for me and other people.

Title: AN SMA PLT COMPLAINS THAT THE PNM FSS PERSONNEL DID NOT TELL HIM ABOUT THE TEMPORARY CTL TWR AT SGS EVEN THOUGH HE HAD EXPLAINED HIS RTE OF FLT AND REQUESTED ANY NOTAMS IN THE AREA. HE SAID THAT HE LATER ASKED ABOUT THE TEMPORARY TWR AND THE FSS PERSON SAID THAT IT WAS IN OP WITH A NOTAM, BUT THAT IT WAS NOT SPECIFICALLY REQUESTED BY THE PLT SO THE FSS DID NOT TELL HIM.

WHEN I GOT ABOUT 1 1/2 MI E OF SGS, I CALLED ON THE UNICOM FREQ TO ADVISE ANYBODY AROUND THE ARPT THAT I WOULD BE PASSING BY ON THE E SIDE OF THE RIVER OVER THE REFINERY AT 2000 FT MSL. A PERSON CAME BACK AND SAID THAT THERE WAS A TEMPORARY CTL TWR AT FLEMING BECAUSE ST PAUL WAS CLOSED, AND THAT THE NEXT TIME I PASS THROUGH TO CALL THE TWR ON 118.5. I DIDN'T CONTACT THE TWR BECAUSE AT THIS POINT I WAS WELL PAST THE ARPT. I THEN WENT ON WITH THE REST OF MY FLT. BUT I ALSO CALLED PRINCETON FSS AND ASKED THEM AGAIN ABOUT ANY NOTAMS, ADVISORIES, OR RESTRS ON MY RTE OF FLT FROM DOWNTOWN ST PAUL PAST SOUTH ST PAUL, FLEMING AND UP THE MINNESOTA, AND AGAIN THE ANSWER WAS NONE. I THEN QUESTIONED HIM ABOUT SOUTH ST PAUL FLEMING FIELD AND HE THEN TOLD ME THERE WAS A NOTAM ABOUT THE TEMPORARY TWR. I ASKED HIM HOW COME I WASN'T TOLD ABOUT THIS AND HE SAID I ONLY ASKED ABOUT THE FLOOD AREA. I TOLD HIM I ASKED FOR ANY NOTAMS, ADVISORIES OR RESTRS AND THAT SHOULD HAVE COVERED IT. I BELIEVE THAT WHEN A PERSON ASKS FOR ADVISORIES OR NOTAMS FOR A SPECIFIC AREA, FSS SHOULD GIVE THEM ALL, NOT JUST WHAT THEY THINK THEY SHOULD GIVE. THIS OVERSIGHT ON HIS PART CREATED A VERY UNSAFE CONDITION FOR ME AND OTHER PEOPLE.
