Narrative:
We parked our plane and as we were heading towards the facilities' office building, we noticed a pilot who had just taken off, violating the FARS. Nature of the violation: low altitude circling to the west of the airport at about 400-500 ft. Make and model of the aircraft: C182 fixed gear.
