Ramp crew lowered aft stairs with left engine running. This represents a hazard to personnel who must be in close proximity to an engine in order to access the stair control. Therefore, personnel must remain clear of an operating engine and wait for engine shutdown until exposing themselves to unnecessary risk by approaching access panel with engine still operating.

Narrative: RAMP CREW LOWERED AFT STAIRS WITH L ENG RUNNING. THIS REPRESENTS A HAZARD TO PERSONNEL WHO MUST BE IN CLOSE PROX TO AN ENG IN ORDER TO ACCESS THE STAIR CTL. THEREFORE, PERSONNEL MUST REMAIN CLR OF AN OPERATING ENG AND WAIT FOR ENG SHUTDOWN UNTIL EXPOSING THEMSELVES TO UNNECESSARY RISK BY APCHING ACCESS PANEL WITH ENG STILL OPERATING.
