Narrative:

After a delayed departure out of memphis, tn, we were en route to baltimore. During cruise it was noticeable that we were tired. Center cleared us direct to csn VORTAC. As we approached the VORTAC we received clearance to cross csn VORTAC at FL190. As we approached the VORTAC, I noticed that we were about 6 DME. I noticed that we were descending through FL196 and it was apparent that we were going to comply with the altitude restr with no problems. However, as I crosschecked my instrument, I became aware that actually we were about 5-6 mi abeam the VORTAC and not over the fix. I believe that we were blown off course due to the high winds encountered that night. This means that we were actually 600 ft high and off course. The PF corrected as much as he could. I am certain that our performance was affected due to the fact that we were all tired due to the late departure out of memphis airport. ZDC or dulles approach never advised us of any conflicts with any other aircraft. We continued to our destination.

Title: B727 ACFT IN DSCNT WITH A XING RESTR. RPTR FO, PNF, SAYS THE FLC WAS FATIGUED DUE TO A DELAYED DEP WHICH CONTRIBUTED TO INADEQUATE INFLT PLANNING. THAT, PLUS EXCESSIVE WINDS, RESULTED IN A FAILURE TO MAKE THE XING RESTR.

Narrative: AFTER A DELAYED DEP OUT OF MEMPHIS, TN, WE WERE ENRTE TO BALTIMORE. DURING CRUISE IT WAS NOTICEABLE THAT WE WERE TIRED. CTR CLRED US DIRECT TO CSN VORTAC. AS WE APCHED THE VORTAC WE RECEIVED CLRNC TO CROSS CSN VORTAC AT FL190. AS WE APCHED THE VORTAC, I NOTICED THAT WE WERE ABOUT 6 DME. I NOTICED THAT WE WERE DSNDING THROUGH FL196 AND IT WAS APPARENT THAT WE WERE GOING TO COMPLY WITH THE ALT RESTR WITH NO PROBS. HOWEVER, AS I XCHKED MY INST, I BECAME AWARE THAT ACTUALLY WE WERE ABOUT 5-6 MI ABEAM THE VORTAC AND NOT OVER THE FIX. I BELIEVE THAT WE WERE BLOWN OFF COURSE DUE TO THE HIGH WINDS ENCOUNTERED THAT NIGHT. THIS MEANS THAT WE WERE ACTUALLY 600 FT HIGH AND OFF COURSE. THE PF CORRECTED AS MUCH AS HE COULD. I AM CERTAIN THAT OUR PERFORMANCE WAS AFFECTED DUE TO THE FACT THAT WE WERE ALL TIRED DUE TO THE LATE DEP OUT OF MEMPHIS ARPT. ZDC OR DULLES APCH NEVER ADVISED US OF ANY CONFLICTS WITH ANY OTHER ACFT. WE CONTINUED TO OUR DEST.
