Narrative:

Arrival mke, after receiving ATIS and AWOS at mke. It was reporting winds 200 degrees at 16 KTS with gusts, landing runway 25L. When we checked in with mke approach control we requested to land into wind on runway 19R. We were told there would be a 10 min wait for landing into wind. Time was XX55 pm local expect further clearance time XY15 pm local. We held over the runway 19R localizer OM (yanks) for 20 mins, before receiving landing clearance. After we requested runway 19R other aircraft began requesting runway 19R also. Several aircraft checking in asked 'what is going on in mke with aircraft holding?' we sensed embarrassment on the part of mke by their response. Then we heard an ATC voice change -- we think XY00 pm local was the end of the shift (change). All aircraft were then vectored to the new runway for arrival runway 19R. Landing at night with a 50 degree left crosswind with gust above 16 KTS is not our idea of fun! Human factors: let us use the tools and equipment. We do have to keep from causing a possible situation leading to an accident. We do not have an effective, communication relationship with mke ATC. This happens on a continual basis. Bottom line -- land and takeoff into the wind.

WE HELD OVER THE RWY 19R LOC OM (YANKS) FOR 20 MINS, BEFORE RECEIVING LNDG CLRNC. AFTER WE REQUESTED RWY 19R OTHER ACFT BEGAN REQUESTING RWY 19R ALSO.
