Narrative:

FK10 was released for departure by ny TRACON. As I called the FK10 departure roll to ny TRACON, the TRACON asked me about a cherokee at 2500 ft, departure end, opposite direction. I had no prior knowledge nor did I see this cherokee right away. Seconds later I spotted the cherokee and told the FK10 to turn right immediately. No metal showers this time, but what about next time? The contributing factor is that stewart tower is not equipped with a BRITE scope. When the 20 million dollar ASR-9 (stewart radar) which is operated by ny TRACON, goes down for maintenance, the ny TRACON cannot see our traffic below 2500 ft. (They are using westchester radar located 40 mi away.) we need a BRITE display in our tower cabin attendant. The FAA and the nys DOT are reluctant to give us one for one reason. They do not want to spend the money. Our tower has been slated to be taken down, hence a new tower would be built, with a BRITE display. The talk of a new tower has been going on for 20 yrs. Callback conversation with reporter revealed the following information: learned the following from the reporter. Reporter works at a non federal tower. The PA28 had been worked by ZBW and they lost communication with it but information was passed to N90 as the aircraft proceeded toward swf and a subsequently NORDO landing. Reporter did not receive any coordination from N90 regarding the aircraft's situation or that it was entering the class D prior to release of the FK10.

Title: RPTED NMAC BTWN A DEPARTING ACR FK10 AND A VFR PA28 OVER THE DEP END OF THE RWY AT 2500 FT. RPTR WAS ASKED ABOUT THE PA28 BY THE TRACON AT THE TIME THE RPTR CALLED THE DEP OFF TO THE TRACON. RPTR ISSUED EVASIVE ACTION TURN TO THE FK10 TO AVOID THE PA28. FACILITY DOES NOT HAVE A BRITE RADAR DISPLAY.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: LEARNED THE FOLLOWING FROM THE RPTR. RPTR WORKS AT A NON FEDERAL TWR. THE PA28 HAD BEEN WORKED BY ZBW AND THEY LOST COM WITH IT BUT INFO WAS PASSED TO N90 AS THE ACFT PROCEEDED TOWARD SWF AND A SUBSEQUENTLY NORDO LNDG. RPTR DID NOT RECEIVE ANY COORD FROM N90 REGARDING THE ACFT'S SIT OR THAT IT WAS ENTERING THE CLASS D PRIOR TO RELEASE OF THE FK10.
