Narrative:

Taxiing into ramp, other air carrier EMB120 unloading passenger. Given signal to stop and stopped. Station agent grouped passenger between wing and nose of EMB120 and waved us on. Followed marshaller's instructions. Local police informed my captain and myself that a complaint was made, according to our air carrier agents. This is one of several occurrences where other air carrier operations has called local police regarding ramp congestion. If ramp was controled by tower/ground, this situation could be avoided.
