Narrative:
Controller recognized air carrier Y and air carrier X as traffic, but anticipated the lear to reach FL390 in ample time. 2 other lear jets were following air carrier X to sdf, so controller turned air carrier X direct yrk to increase spacing between them. The turn reduced the distance between air carrier X and air carrier Y. Controller asked if air carrier X could be level in 2 mins, then after obtaining an affirmation, advised air carrier X to do so. When air carrier X began tracking toward yrk, the controller issued traffic then questioned air carrier X if he could be level in 30 seconds. Then the controller obtained air carrier X's altitude, FL385, and requested air carrier X to report reaching FL390. Aedp activated. Air carrier X then stated it would take 10-15 seconds to level and he would take a turn. No turn was issued since the aircraft were now diverging.
Original NASA ASRS Text
Title: RPTED OPERROR BTWN AN ACR EA32 AND A CARGO LR25 WHEN THE CLBING LEAR JET FAILED TO REACH ASSIGNED ALT ABOVE THE EA32 BEFORE ALT SEPARATION WAS LOST.
Narrative: CTLR RECOGNIZED ACR Y AND ACR X AS TFC, BUT ANTICIPATED THE LEAR TO REACH FL390 IN AMPLE TIME. 2 OTHER LEAR JETS WERE FOLLOWING ACR X TO SDF, SO CTLR TURNED ACR X DIRECT YRK TO INCREASE SPACING BTWN THEM. THE TURN REDUCED THE DISTANCE BTWN ACR X AND ACR Y. CTLR ASKED IF ACR X COULD BE LEVEL IN 2 MINS, THEN AFTER OBTAINING AN AFFIRMATION, ADVISED ACR X TO DO SO. WHEN ACR X BEGAN TRACKING TOWARD YRK, THE CTLR ISSUED TFC THEN QUESTIONED ACR X IF HE COULD BE LEVEL IN 30 SECONDS. THEN THE CTLR OBTAINED ACR X'S ALT, FL385, AND REQUESTED ACR X TO RPT REACHING FL390. AEDP ACTIVATED. ACR X THEN STATED IT WOULD TAKE 10-15 SECONDS TO LEVEL AND HE WOULD TAKE A TURN. NO TURN WAS ISSUED SINCE THE ACFT WERE NOW DIVERGING.
