Narrative:

Numerous aircraft requesting taxi from terminal, terminal not visible from tower. Terminal ramp although having a taxi lane (T) is a non movement area. Numerous times aircraft are towed on terminal ramp without any radio communication or advisory. During limited visibility aircraft are taxied using position reports but is unsafe when ground controller is unaware of aircraft in tow. There is also not enough room to maneuver around the aircraft.

NUMEROUS TIMES ACFT ARE TOWED ON TERMINAL RAMP WITHOUT ANY RADIO COM OR ADVISORY. DURING LIMITED VISIBILITY ACFT ARE TAXIED USING POS RPTS BUT IS UNSAFE WHEN GND CTLR IS UNAWARE OF ACFT IN TOW. THERE IS ALSO NOT ENOUGH ROOM TO MANEUVER AROUND THE ACFT.
