Narrative:

On landing in rochester, with braking action reported as poor, the aircraft turned into the wind (crosswind). Using all appropriate control inputs, the captain was able to keep the aircraft on the centerline, however, the aircraft remained angled into the wind. As we decelerated the aircraft left the runway. Standardized friction measuring device should be used for braking action reports. A crosswind limitation should be adopted for B727 when braking action less than good.

Title: ACR FO RPT ON PROBS LNDG A B727 IN A XWIND CONDITION WITH LESS THAN GOOD BRAKING. ACFT HYDROPLANED AND WHEN SPD LOWERED, EXITED THE SIDE OF THE RWY.

Narrative: ON LNDG IN ROCHESTER, WITH BRAKING ACTION RPTED AS POOR, THE ACFT TURNED INTO THE WIND (XWIND). USING ALL APPROPRIATE CTL INPUTS, THE CAPT WAS ABLE TO KEEP THE ACFT ON THE CTRLINE, HOWEVER, THE ACFT REMAINED ANGLED INTO THE WIND. AS WE DECELERATED THE ACFT LEFT THE RWY. STANDARDIZED FRICTION MEASURING DEVICE SHOULD BE USED FOR BRAKING ACTION RPTS. A XWIND LIMITATION SHOULD BE ADOPTED FOR B727 WHEN BRAKING ACTION LESS THAN GOOD.
