Narrative:

I climbed air carrier X to FL310. Lorain sector approved a climb to FL370 with respect to traffic at FL330 direct jst FL350 J64 wbound at ewc. Traffic at FL370 near aco really was not a factor. I climbed air carrier X to FL330 to evaluate his rate of climb. He was climbing at 3000 FPM, so I made the decision to continue his climb to FL370. Air carrier Y was his traffic at FL350. As air carrier X approached FL350, his rate of climb slowed considerably. I turned air carrier X to the right 30 degrees to move the confliction point and to buy time until air carrier X reached FL370. The turn wasn't working as well as the rate of climb. At this point I knew I was going to lose separation, my only concern now was to keep the airplanes from hitting. In retrospect I should have left air carrier X at FL300 and apreqed the altitude with belcaire sector and left the aircraft on course.

Title: OPERROR WHEN CTLR ATTEMPTS TO CLB ACR X FROM FL310 TO FL370 AND THEN VECTOR IT AWAY FROM ACR Y AT FL350. LTSS.

Narrative: I CLBED ACR X TO FL310. LORAIN SECTOR APPROVED A CLB TO FL370 WITH RESPECT TO TFC AT FL330 DIRECT JST FL350 J64 WBOUND AT EWC. TFC AT FL370 NEAR ACO REALLY WAS NOT A FACTOR. I CLBED ACR X TO FL330 TO EVALUATE HIS RATE OF CLB. HE WAS CLBING AT 3000 FPM, SO I MADE THE DECISION TO CONTINUE HIS CLB TO FL370. ACR Y WAS HIS TFC AT FL350. AS ACR X APCHED FL350, HIS RATE OF CLB SLOWED CONSIDERABLY. I TURNED ACR X TO THE R 30 DEGS TO MOVE THE CONFLICTION POINT AND TO BUY TIME UNTIL ACR X REACHED FL370. THE TURN WASN'T WORKING AS WELL AS THE RATE OF CLB. AT THIS POINT I KNEW I WAS GOING TO LOSE SEPARATION, MY ONLY CONCERN NOW WAS TO KEEP THE AIRPLANES FROM HITTING. IN RETROSPECT I SHOULD HAVE LEFT ACR X AT FL300 AND APREQED THE ALT WITH BELCAIRE SECTOR AND LEFT THE ACFT ON COURSE.
