Narrative:

Counted 11 persons, working inside and immediately outside of the aircraft in ccs, without identify of any kind. After advising station personnel of the situation, fewer than 2 of the 11 were asked to provide any identify, and they could not provide any. I find it ironic that if I don't challenge them for identify, I am fined and disciplined, however, if they don't have any identify upon being challenged, there is no price to pay, no big deal, no effort to ascertain the identify of them or remove them from the vicinity of the aircraft. They could be anyone, performing any legitimate or illegitimate activity, and no one in ccs could care less. Callback conversation with reporter revealed the following information: this B757-200 captain reports that after he had spoken to the company's station manager about security problems the day before he found that personnel were still not wearing their security badges or their uniforms. He said that none of the caterers, baggage loaders, operations personnel, other ramp personnel or the security guards had their identify badges or other identify. The captain said that he has complained to his company management about this, but has not received a response yet. He also said that he has called the FAA hotline concerning this and other security concerns in south america.

Title: A B757-200 CAPT RPTS THAT NOTHING HAD CHANGED THE NEXT DAY AFTER HE HAD COMPLAINED TO THE STATION MGR ABOUT EMPLOYEES NOT WEARING THEIR BADGES OR UNIFORMS WHILE ON THE RAMP.

Narrative: COUNTED 11 PERSONS, WORKING INSIDE AND IMMEDIATELY OUTSIDE OF THE ACFT IN CCS, WITHOUT IDENT OF ANY KIND. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS B757-200 CAPT RPTS THAT AFTER HE HAD SPOKEN TO THE COMPANY'S STATION MGR ABOUT SECURITY PROBS THE DAY BEFORE HE FOUND THAT PERSONNEL WERE STILL NOT WEARING THEIR SECURITY BADGES OR THEIR UNIFORMS. HE SAID THAT NONE OF THE CATERERS, BAGGAGE LOADERS, OPS PERSONNEL, OTHER RAMP PERSONNEL OR THE SECURITY GUARDS HAD THEIR IDENT BADGES OR OTHER IDENT. THE CAPT SAID THAT HE HAS COMPLAINED TO HIS COMPANY MGMNT ABOUT THIS, BUT HAS NOT RECEIVED A RESPONSE YET. HE ALSO SAID THAT HE HAS CALLED THE FAA HOTLINE CONCERNING THIS AND OTHER SECURITY CONCERNS IN SOUTH AMERICA.
