Narrative:

Attempted to propeller start the airplane using a safety person to stand in front of the horizontal stabilizer and hold the tail. Upon starting, the airplane surged forward and turned into a C172 parked on the ramp. The person at the tail was not qualified in the aircraft or to propeller start the airplane. Single pilot propeller starts can safely be accomplished only by having the tail securely tied down.

Title: PVT PLT LOSES CTL OF HIS AERONCA CHIEF, L16, WHILE USING THE PROP START PROC. AN UN-INITIATED PERSON WAS ATTEMPTING TO RESTRAIN THE ACFT BY THE TAIL AND COULD NOT HOLD ONTO THE ACFT AS IT HIT A PARKED C172. RPTR SAYS SHE SHOULD HAVE USED A TIE-DOWN ROPE.

SINGLE PLT PROP STARTS CAN SAFELY BE ACCOMPLISHED ONLY BY HAVING THE TAIL SECURELY TIED DOWN.
