Narrative:

We were told to keep our speed up from iah approach for ILS runway 26. Later we were given visual runway 26 and slow to 180 KTS then 170 KTS. When in contact with iah tower, they told us to slow to approach speed and cleared to land runway 26, keep MD80 traffic in sight who was paralleling us for runway 27 -- no problem. Iah tower then said slow to minimum speed for 2 departures on runway 26 before our landing. We told tower we were at 130 KTS, minimum approach speed. They told us to s-turn. We said it would be difficult due to MD80 on our left side, slow speed, low altitude, etc. (We were about 1200 ft AGL.) I asked if runway 14L or runway 14R was available -- that would take care of the problem. Iah tower said unable! He told us to s-turn to north of course as best we could! He 'rolled' an aircraft on runway 26. Then he put an air carrier 'position and hold' on runway 26. We were below 1000 ft AGL. Iah tower then cleared air carrier for takeoff. We were less than 2 mi out! As we got to about 300 ft AGL, tower told us to fly 260 degree heading, keep air carrier in sight and circle to runway 14L. This was after dark, at 300 ft AGL! We told him unable. He then gave us another tower frequency change. He told us to do a 270 degree turn to the right and land runway 14R, then they changed it to runway 14L. It was very confusing and dangerous for iah to rush the departures at our expense!

Title: C650 CITATION JET ON APCH TO IAH WAS VECTORED, SLOWED, S- TURNED EXCESSIVELY IN ORDER TO DEPART TFC. ATCT LCL CTLR DEPARTED ACFT WHEN RPTR WAS AT 300 FT AND THEN HAD RPTR ACFT CHANGE RWYS.

Narrative: WE WERE TOLD TO KEEP OUR SPD UP FROM IAH APCH FOR ILS RWY 26. LATER WE WERE GIVEN VISUAL RWY 26 AND SLOW TO 180 KTS THEN 170 KTS. WHEN IN CONTACT WITH IAH TWR, THEY TOLD US TO SLOW TO APCH SPD AND CLRED TO LAND RWY 26, KEEP MD80 TFC IN SIGHT WHO WAS PARALLELING US FOR RWY 27 -- NO PROB. IAH TWR THEN SAID SLOW TO MINIMUM SPD FOR 2 DEPS ON RWY 26 BEFORE OUR LNDG. WE TOLD TWR WE WERE AT 130 KTS, MINIMUM APCH SPD. THEY TOLD US TO S-TURN. WE SAID IT WOULD BE DIFFICULT DUE TO MD80 ON OUR L SIDE, SLOW SPD, LOW ALT, ETC. (WE WERE ABOUT 1200 FT AGL.) I ASKED IF RWY 14L OR RWY 14R WAS AVAILABLE -- THAT WOULD TAKE CARE OF THE PROB. IAH TWR SAID UNABLE! HE TOLD US TO S-TURN TO N OF COURSE AS BEST WE COULD! HE 'ROLLED' AN ACFT ON RWY 26. THEN HE PUT AN ACR 'POS AND HOLD' ON RWY 26. WE WERE BELOW 1000 FT AGL. IAH TWR THEN CLRED ACR FOR TKOF. WE WERE LESS THAN 2 MI OUT! AS WE GOT TO ABOUT 300 FT AGL, TWR TOLD US TO FLY 260 DEG HDG, KEEP ACR IN SIGHT AND CIRCLE TO RWY 14L. THIS WAS AFTER DARK, AT 300 FT AGL! WE TOLD HIM UNABLE. HE THEN GAVE US ANOTHER TWR FREQ CHANGE. HE TOLD US TO DO A 270 DEG TURN TO THE R AND LAND RWY 14R, THEN THEY CHANGED IT TO RWY 14L. IT WAS VERY CONFUSING AND DANGEROUS FOR IAH TO RUSH THE DEPS AT OUR EXPENSE!
