Narrative:

Climbing to FL290 on a vector to intercept 322 degree radial of lga (113.1). Out of FL240, controller requested we level off at our present altitude and turn left to a 260 degree heading. We leveled at FL245 and commenced a turn to 260 degrees. We inquired about the reason for the leveloff and turn, and controller responded that we came too close to an air carrier Y jet. We got a brief TCASII advisory (blue diamond at our 6 O'clock position and it subsequently disappeared after about 5 seconds). Controller stated we appeared 8 mi north of the airway, while both our vors showed us on course. ZNY supervisor said on telephone later that he was writing it up as controller error.
