Narrative:

Presently there are over 100 vehicle xings on the manchester airport runways per 8 hour shift. Some of these are known to be field tours with children in school busses, lunch runs to and from the terminal, and pilots being shuttled to and from their aircraft. Obviously some of these are unnecessary and increase the potential for runway incursions. This situation has been an ongoing problem for the last 6 yrs and was idented in 1991 by a runway incursion action team. At times the ground control frequency is so congested with vehicle calls that the controller cannot hear or transmit to aircraft under his/her control jurisdiction. The issue here is safety, for it is only a matter of time before a runway incursion occurs. It is not prudent to allow children in school busses to travel up and down active runways.

Title: RPTED SIT OF 100 VEHICLE RWY XINGS PER 8 HR SHIFT. RPTR STATES THE ISSUE IS SAFETY AND THAT IT IS A MATTER OF TIME BEFORE A RWY INCURSION OCCURS.

Narrative: PRESENTLY THERE ARE OVER 100 VEHICLE XINGS ON THE MANCHESTER ARPT RWYS PER 8 HR SHIFT. SOME OF THESE ARE KNOWN TO BE FIELD TOURS WITH CHILDREN IN SCHOOL BUSSES, LUNCH RUNS TO AND FROM THE TERMINAL, AND PLTS BEING SHUTTLED TO AND FROM THEIR ACFT. OBVIOUSLY SOME OF THESE ARE UNNECESSARY AND INCREASE THE POTENTIAL FOR RWY INCURSIONS. THIS SIT HAS BEEN AN ONGOING PROB FOR THE LAST 6 YRS AND WAS IDENTED IN 1991 BY A RWY INCURSION ACTION TEAM. AT TIMES THE GND CTL FREQ IS SO CONGESTED WITH VEHICLE CALLS THAT THE CTLR CANNOT HEAR OR XMIT TO ACFT UNDER HIS/HER CTL JURISDICTION. THE ISSUE HERE IS SAFETY, FOR IT IS ONLY A MATTER OF TIME BEFORE A RWY INCURSION OCCURS. IT IS NOT PRUDENT TO ALLOW CHILDREN IN SCHOOL BUSSES TO TRAVEL UP AND DOWN ACTIVE RWYS.
