Narrative:

After takeoff from yng we checked in with departure and were assigned 3000 ft MSL, heading 090 degrees. We were heading 090 degrees and subsequently cleared to FL230, and 'when leaving 4000 ft, cleared right turn on course.' the captain had read back 'cleared to FL230,' and selected FL230 on the altitude selector. When handed off to winnipeg center, the captain checked on, 'climbing to FL230.' the controller acknowledged. When we checked on with ZMP climbing to FL230, the controller acknowledged. Later, when climbing through FL223 the center controller asked us to verify our altitude of FL220. The captain responded, 'climbing FL223 for FL230.' the controller then asked us who cleared us to FL230. We told him that ywg departure had, but due to winds we would take FL190 if that would work. Center then cleared us back to FL190. A few mins later center asked for help in tracking down this problem. The flight is filed for FL210 but we have received different altitudes in the past for various reasons. When we were cleared to FL230 we thought that was high but read back 'climbing to FL230' and proceeded to do so. We checked in with 2 controllers (ywg center, ZMP) 'climbing to FL230' and were acknowledged each time. As the ZMP controller stated 'somebody dropped the ball,' as a breakdown in communications occurred somewhere along the line. We asked center about any conflict as a result of this and were informed there was not a conflict with any other aircraft. They just wanted to track down the miscom.

Narrative: AFTER TKOF FROM YNG WE CHKED IN WITH DEP AND WERE ASSIGNED 3000 FT MSL, HDG 090 DEGS. WE WERE HDG 090 DEGS AND SUBSEQUENTLY CLRED TO FL230, AND 'WHEN LEAVING 4000 FT, CLRED R TURN ON COURSE.' THE CAPT HAD READ BACK 'CLRED TO FL230,' AND SELECTED FL230 ON THE ALT SELECTOR. WHEN HANDED OFF TO WINNIPEG CTR, THE CAPT CHKED ON, 'CLBING TO FL230.' THE CTLR ACKNOWLEDGED. WHEN WE CHKED ON WITH ZMP CLBING TO FL230, THE CTLR ACKNOWLEDGED. LATER, WHEN CLBING THROUGH FL223 THE CTR CTLR ASKED US TO VERIFY OUR ALT OF FL220. THE CAPT RESPONDED, 'CLBING FL223 FOR FL230.' THE CTLR THEN ASKED US WHO CLRED US TO FL230. WE TOLD HIM THAT YWG DEP HAD, BUT DUE TO WINDS WE WOULD TAKE FL190 IF THAT WOULD WORK. CTR THEN CLRED US BACK TO FL190. A FEW MINS LATER CTR ASKED FOR HELP IN TRACKING DOWN THIS PROB. THE FLT IS FILED FOR FL210 BUT WE HAVE RECEIVED DIFFERENT ALTS IN THE PAST FOR VARIOUS REASONS. WHEN WE WERE CLRED TO FL230 WE THOUGHT THAT WAS HIGH BUT READ BACK 'CLBING TO FL230' AND PROCEEDED TO DO SO. WE CHKED IN WITH 2 CTLRS (YWG CTR, ZMP) 'CLBING TO FL230' AND WERE ACKNOWLEDGED EACH TIME. AS THE ZMP CTLR STATED 'SOMEBODY DROPPED THE BALL,' AS A BREAKDOWN IN COMS OCCURRED SOMEWHERE ALONG THE LINE. WE ASKED CTR ABOUT ANY CONFLICT AS A RESULT OF THIS AND WERE INFORMED THERE WAS NOT A CONFLICT WITH ANY OTHER ACFT. THEY JUST WANTED TO TRACK DOWN THE MISCOM.
