Narrative:

Aircraft stopped responding to turn input as we taxied off runway 31R. The aircraft as a result had to be stopped to prevent excursion from prepared surface. Captain used asymmetric power to move the aircraft and the tiller again began to respond and we were once again able to begin taxiing. Turn response was normal from then on.
