Narrative:
Aircraft #1 cruising FL270 2 mi north psb VOR sbound. Aircraft #2 cruising FL260 5 mi east psb VOR wbound. I issued descent to aircraft #1 to descend to FL180, not realizing conflict. Aircraft #1 began descent. At FL265 he advised TCASII RA climbing back up. My actions caused error due to my lack of vigilance. TCASII saved a more serious situation.

Narrative: ACFT #1 CRUISING FL270 2 MI N PSB VOR SBOUND. ACFT #2 CRUISING FL260 5 MI E PSB VOR WBOUND. I ISSUED DSCNT TO ACFT #1 TO DSND TO FL180, NOT REALIZING CONFLICT. ACFT #1 BEGAN DSCNT. AT FL265 HE ADVISED TCASII RA CLBING BACK UP. MY ACTIONS CAUSED ERROR DUE TO MY LACK OF VIGILANCE. TCASII SAVED A MORE SERIOUS SIT.
