Narrative:

I was working radar approach control position. A C182 was overflying northwest to southeast at 4500 ft VFR. Air carrier X, B737, was departing runway 8 IFR. (Procedures here are that they can turn on course on departure.) tower gave air carrier X a TA of the cessna at 4500 ft. I was having trouble keeping radio communications with the cessna. I gave him several calls informing him of the jet departing runway 8. He acknowledged my call but was looking for the boeing. He reported the B737 insight. I gave air carrier X a TA about the cessna and that the cessna had him in sight. The boeing said that he did not see the cessna but turned left on course anyway. Air carrier X advised me that he was getting a TCASII RA, and asked if I was separating aircraft away from him. I reiterated to him that the cessna was VFR and that it is his responsibility to see and avoid other aircraft. The cessna had reported the boeing jet in sight. Air carrier X advised me that he would file a near miss upon his landing in hnl. I asked him to call hilo tower and informed the controller in charge on duty. Radar printout from ZHN indicated 300 ft and 1 mi as the closed point of both aircraft, B737 nwbound and cessna sebound. The cessna said no compromise of safety at any time. I think that the air carrier pilot thought separation as in class B airspace applied, where we don't give that -- we are class D airspace.

Title: NMAC WITH C182 RPTED BY ACR B737 FLC DURING CLB FROM ITO. FLC HAD BEEN INFORMED OF THE TFC WHICH HAD THE ACR IN SIGHT.

TWR GAVE ACR X A TA OF THE CESSNA AT 4500 FT. I WAS HAVING TROUBLE KEEPING RADIO COMS WITH THE CESSNA. I GAVE HIM SEVERAL CALLS INFORMING HIM OF THE JET DEPARTING RWY 8. HE ACKNOWLEDGED MY CALL BUT WAS LOOKING FOR THE BOEING. HE RPTED THE B737 INSIGHT. I GAVE ACR X A TA ABOUT THE CESSNA AND THAT THE CESSNA HAD HIM IN SIGHT. THE BOEING SAID THAT HE DID NOT SEE THE CESSNA BUT TURNED L ON COURSE ANYWAY. ACR X ADVISED ME THAT HE WAS GETTING A TCASII RA, AND ASKED IF I WAS SEPARATING ACFT AWAY FROM HIM. I REITERATED TO HIM THAT THE CESSNA WAS VFR AND THAT IT IS HIS RESPONSIBILITY TO SEE AND AVOID OTHER ACFT. THE CESSNA HAD RPTED THE BOEING JET IN SIGHT. ACR X ADVISED ME THAT HE WOULD FILE A NEAR MISS UPON HIS LNDG IN HNL. I ASKED HIM TO CALL HILO TWR AND INFORMED THE CIC ON DUTY. RADAR PRINTOUT FROM ZHN INDICATED 300 FT AND 1 MI AS THE CLOSED POINT OF BOTH ACFT, B737 NWBOUND AND CESSNA SEBOUND. THE CESSNA SAID NO COMPROMISE OF SAFETY AT ANY TIME. I THINK THAT THE ACR PLT THOUGHT SEPARATION AS IN CLASS B AIRSPACE APPLIED, WHERE WE DON'T GIVE THAT -- WE ARE CLASS D AIRSPACE.
