Narrative:

In sum: report regarding incident which occurred in july of 1996. Reporter had some problems maintaining directional control and aborted takeoff twice. He believed it might have something to do with a brake problem which had occurred previously. On the third takeoff attempt all went well. He flew to ack to pick up friends and drop them off at plymouth airport. Again no problems with takeoff or instrumentation, normal flight. On return to home airport reporter decided to attempt a single engine taxi. His former flight instructor had responded to his question about why the commuters taxi on 1 engine with the advice that it saved money. He saw no problem with trying to do this as the field was very quiet. With 1 engine shut down he heard on unicom a plane was landing, so in an attempt to move off the taxiway he restarted the right engine. Feeling he really wanted to get the routine of single engine taxi he shut down the right engine again. Having difficulty moving straight ahead he again started the engine. After taxi to hangar a man came looking around the aircraft and when asked idented himself as an aviation safety counselor. He would not leave the hangar when asked to do so. He queried reporter about trouble with his right engine. Reporter indicated he had no trouble. The man finally left the hangar. There had been bad feelings between the airport manager and maintenance personnel at the airport and somehow this incident was used to file charges against the airport manager. Reporter has since received threats. This is the reason his attorney suggested he file a report with ASRS.

Title: C310 PLT HAS DIFFICULTY MAINTAINING STRAIGHT PATH ON TKOF AND ABORTS. ON THIRD TRY, AFTER TROUBLESHOOTING THE ACFT DEPARTS WITH NO PROB. ON RETURN HE ATTEMPTS TO TAXI SINGLE ENG AS HE HAS SEEN COMMUTER ACFT DO. A PERSON REPRESENTING HIMSELF AS AN AVIATION SAFETY COUNSELOR ENTERS HIS HANGAR LOOKING AT THE ACFT AND REFUSES TO LEAVE WHEN REQUESTED. HE INDICATES RPTR WAS HAVING ENG PROBS AND IS TOLD THAT IS NOT SO.

FEELING HE REALLY WANTED TO GET THE ROUTINE OF SINGLE ENG TAXI HE SHUT DOWN THE R ENG AGAIN. HAVING DIFFICULTY MOVING STRAIGHT AHEAD HE AGAIN STARTED THE ENG. AFTER TAXI TO HANGAR A MAN CAME LOOKING AROUND THE ACFT AND WHEN ASKED IDENTED HIMSELF AS AN AVIATION SAFETY COUNSELOR. HE WOULD NOT LEAVE THE HANGAR WHEN ASKED TO DO SO. HE QUERIED RPTR ABOUT TROUBLE WITH HIS R ENG. RPTR INDICATED HE HAD NO TROUBLE. THE MAN FINALLY LEFT THE HANGAR. THERE HAD BEEN BAD FEELINGS BTWN THE ARPT MGR AND MAINT PERSONNEL AT THE ARPT AND SOMEHOW THIS INCIDENT WAS USED TO FILE CHARGES AGAINST THE ARPT MGR. RPTR HAS SINCE RECEIVED THREATS. THIS IS THE REASON HIS ATTORNEY SUGGESTED HE FILE A RPT WITH ASRS.
