Narrative:

I was receiving vectors for the ILS runway 29 approach at airlake, mn. Last vector was 220 degrees, 2700 ft. I saw the localizer needle center. I turned to intercept the final approach course. All this was done VFR with a safety pilot and without an IFR clearance. As I approached the GS, I called msp approach and told them I was on the GS. They asked where I had been. They indicated they had tried to reach me for the last 5 mi. They said I should not have joined the final approach course until cleared to do so, ie, cleared for the approach. I asked the controller if this was going to be a problem. He said not this time. I believe my decision to begin the approach was a bad decision. My decision was based on experiences that include bad vector and late clrncs when doing practice IFR work in this area. Next time I will call approach control and ask for clearance.

Title: PA28-180 PLT ON PRACTICE IFR APCH JOINS THE FINAL APCH COURSE WITHOUT CLRNC. WHEN CONTACTING APCH HE IS TOLD THEY HAVE BEEN TRYING TO CONTACT HIM.

Narrative: I WAS RECEIVING VECTORS FOR THE ILS RWY 29 APCH AT AIRLAKE, MN. LAST VECTOR WAS 220 DEGS, 2700 FT. I SAW THE LOC NEEDLE CTR. I TURNED TO INTERCEPT THE FINAL APCH COURSE. ALL THIS WAS DONE VFR WITH A SAFETY PLT AND WITHOUT AN IFR CLRNC. AS I APCHED THE GS, I CALLED MSP APCH AND TOLD THEM I WAS ON THE GS. THEY ASKED WHERE I HAD BEEN. THEY INDICATED THEY HAD TRIED TO REACH ME FOR THE LAST 5 MI. THEY SAID I SHOULD NOT HAVE JOINED THE FINAL APCH COURSE UNTIL CLRED TO DO SO, IE, CLRED FOR THE APCH. I ASKED THE CTLR IF THIS WAS GOING TO BE A PROB. HE SAID NOT THIS TIME. I BELIEVE MY DECISION TO BEGIN THE APCH WAS A BAD DECISION. MY DECISION WAS BASED ON EXPERIENCES THAT INCLUDE BAD VECTOR AND LATE CLRNCS WHEN DOING PRACTICE IFR WORK IN THIS AREA. NEXT TIME I WILL CALL APCH CTL AND ASK FOR CLRNC.
