Narrative:

After takeoff, left main gear did not retract. Cycled once, then both mains did not retract. Left gear down and returned to departure airport. Fuel dumped 24000 pounds. Requested full length on landing runway, no emergency declared, and had requested company maintenance to pin gear. Runway was 10500 ft. After touchdown, the crash truck at the 3000 ft to go pulled out on runway in front of us by approximately 2000 ft, forcing moderate braking and a swerve to the left to avoid truck. This resulted in unnecessary side loads on maybe weaker gear. Gear were pinned on taxiway that crash truck forced us to take. No other problems. (Note: no radio contact with crash crew. Frequency assigned, no one home.)
