Narrative:

I arrived at tvc, ATC advised me that tvc reported braking action nil on runway 28 and that they were going to plow the runway. At that time ATC advised me to hold at the ILS OM east, standard hold. This lasted about 15 mins on the outbound portion of the hold. ATC advised that runway 28 at tvc had been plowed and sanded over area 100 ft wide. Braking action now reported poor brought up from nil, reported by a truck. As we turned inbound to join the localizer they (ATC) cleared me for the ILS runway 28 to tvc, maintain 3000 ft until established, cleared for the ILS runway 28 to tvc. At that time I shot the approach waiting for breakout. When I did, I saw the approach lights, descended, then saw the beginning of the runway lights. At that time I proceeded to land. In the flare to land, I saw a plow truck about 2500 ft ahead on the left side. By that time I was committed to land. I could see another plow truck on the right side of the runway about 1/2 way down the runway. I was able to get the plane stopped with no damage or danger to anyone. On the descent to tvc, ATC did not turn me over to a tower or common traffic frequency.

Title: AIR TAXI PLT OF SMT GIVEN HOLD FOR RWY PLOWING, THEN CLRED FOR THE APCH. ON LNDG SIGHTS SNOW PLOW ON SIDE OF RWY.

Narrative: I ARRIVED AT TVC, ATC ADVISED ME THAT TVC RPTED BRAKING ACTION NIL ON RWY 28 AND THAT THEY WERE GOING TO PLOW THE RWY. AT THAT TIME ATC ADVISED ME TO HOLD AT THE ILS OM E, STANDARD HOLD. THIS LASTED ABOUT 15 MINS ON THE OUTBOUND PORTION OF THE HOLD. ATC ADVISED THAT RWY 28 AT TVC HAD BEEN PLOWED AND SANDED OVER AREA 100 FT WIDE. BRAKING ACTION NOW RPTED POOR BROUGHT UP FROM NIL, RPTED BY A TRUCK. AS WE TURNED INBOUND TO JOIN THE LOC THEY (ATC) CLRED ME FOR THE ILS RWY 28 TO TVC, MAINTAIN 3000 FT UNTIL ESTABLISHED, CLRED FOR THE ILS RWY 28 TO TVC. AT THAT TIME I SHOT THE APCH WAITING FOR BREAKOUT. WHEN I DID, I SAW THE APCH LIGHTS, DSNDED, THEN SAW THE BEGINNING OF THE RWY LIGHTS. AT THAT TIME I PROCEEDED TO LAND. IN THE FLARE TO LAND, I SAW A PLOW TRUCK ABOUT 2500 FT AHEAD ON THE L SIDE. BY THAT TIME I WAS COMMITTED TO LAND. I COULD SEE ANOTHER PLOW TRUCK ON THE R SIDE OF THE RWY ABOUT 1/2 WAY DOWN THE RWY. I WAS ABLE TO GET THE PLANE STOPPED WITH NO DAMAGE OR DANGER TO ANYONE. ON THE DSCNT TO TVC, ATC DID NOT TURN ME OVER TO A TWR OR COMMON TFC FREQ.
