Narrative:

We were cleared for ILS into redmond, or, by ZSE. We were told to report FAF inbound and did. Then were told to cancel on the ground. We did cancel in the air. On breaking out, we had the approach lights and green end of runway lights. We couldn't see the runway lights. We tried the clicking of the frequency, nothing happened. We landed without event. We got our clearance from ZSE and taxied out. Again, we couldn't get runway taxi lights but the approach lights were still on. We took off without incident. Contacted ZSE and completed mission. Next day, having been on the road for several days, I got my commercial charts from home and found new plates for redmond, or. A tower and new frequency were in place. I had checked the NOTAMS I had for redmond, but they didn't say a new frequency was to be put into effect. Future: try all possible means to have the latest charts in place.
