Narrative:

Airport normally has pilot controled lighting. For 3 days the runway lights were on, indicating someone manually selected 'on' bypassing pilot control lighting. Many residents on airport (airport community) commute to work by plane. On feb/xx/97 runway lights were off during day, no NOTAM was issued concerning runway lights inoperative. My wife flew to work, and upon return that night could not get runway lights to come on. Fortunately I was there and parked a truck on end of runway to help her land. Landing uneventful. No NOTAM was filed even after airport owner was notified lights were not working. People cannot depend on these lights to work. Owner will not take responsibility to at least file a NOTAM if they're out or off. Turns them on or off at his will with total disregard to people who depend on having runway lights or safety.

Title: RPT OF OBSERVER WHO USED TRUCK FOR RWY LIGHTING WHEN RWY LIGHTS OTS. THEY HAD BEEN OTS AND ARPT OWNER NOTIFIED BUT NO NOTAM ISSUED.

Narrative: ARPT NORMALLY HAS PLT CTLED LIGHTING. FOR 3 DAYS THE RWY LIGHTS WERE ON, INDICATING SOMEONE MANUALLY SELECTED 'ON' BYPASSING PLT CTL LIGHTING. MANY RESIDENTS ON ARPT (ARPT COMMUNITY) COMMUTE TO WORK BY PLANE. ON FEB/XX/97 RWY LIGHTS WERE OFF DURING DAY, NO NOTAM WAS ISSUED CONCERNING RWY LIGHTS INOP. MY WIFE FLEW TO WORK, AND UPON RETURN THAT NIGHT COULD NOT GET RWY LIGHTS TO COME ON. FORTUNATELY I WAS THERE AND PARKED A TRUCK ON END OF RWY TO HELP HER LAND. LNDG UNEVENTFUL. NO NOTAM WAS FILED EVEN AFTER ARPT OWNER WAS NOTIFIED LIGHTS WERE NOT WORKING. PEOPLE CANNOT DEPEND ON THESE LIGHTS TO WORK. OWNER WILL NOT TAKE RESPONSIBILITY TO AT LEAST FILE A NOTAM IF THEY'RE OUT OR OFF. TURNS THEM ON OR OFF AT HIS WILL WITH TOTAL DISREGARD TO PEOPLE WHO DEPEND ON HAVING RWY LIGHTS OR SAFETY.
