Narrative:

Cleared to halie intersection to hold as published at 13000 ft. Encountered icing conditions leaving FL220 to 16000 ft, moderate rime. Could not make crossing restr at halie intersection and 13000 ft, due to requirement to keep engine RPM high in moderate to severe icing. Controller was so busy, we could not get a word in to him to indicate our inability to comply with crossing restrs. Crossed the fix at 15600 ft and entered holding. Controller was upset with us.
