An ARTCC controller reports that an atx cargo aircraft took off in IMC after the tower had closed. The reporter wants the ASRS to know that a clearance is canceled when the ATCT closes. The atx pilot failed to contact ZDC before takeoff.

Narrative:
Roa tower closed at XA00. Cargo aircraft delayed by WX but received clearance before tower closed. Without getting a release from ZDC, aircraft took off. No loss of separation. It should be understood that, when a tower closes, that any clearance issued by that facility is automatically canceled.

Narrative: ROA TWR CLOSED AT XA00. CARGO ACFT DELAYED BY WX BUT RECEIVED CLRNC BEFORE TWR CLOSED. WITHOUT GETTING A RELEASE FROM ZDC, ACFT TOOK OFF. NO LOSS OF SEPARATION. IT SHOULD BE UNDERSTOOD THAT, WHEN A TWR CLOSES, THAT ANY CLRNC ISSUED BY THAT FACILITY IS AUTOMATICALLY CANCELED.
