Narrative:

After takeoff, at 3000 ft on assigned 90 degree heading, we got a TCASII alert and climb command. The target aircraft (light plane) was sighted as we started the climb and the target was cleared by 300 ft vertical/2000 ft horizontal. We did not get a frequency change, or did not hear it, and when the tower was advised of our conflict they said we should be talking to miami departure. Normal flight after that. We were working with an engine problem after takeoff so we may have screwed up on the frequency change over.
