MD80 super 80 made approach with 23 degrees flaps instead of the 28 degrees requested by the PF. 23 degrees is a takeoff setting. It is probable that the flap bug was not reset to zero after takeoff.

Narrative:
PF requested flaps 28 degrees during approach. PNF inadvertently selected flaps 23 degrees. PF slowed to approach speed based on flaps 28 degrees. Perhaps flaps 23 degrees should only be dialed in when PF intends to use this flap setting to prevent it from being inadvertently selected -- especially at night.
