Narrative:

Crew received a clearance to cross ziggi at 8000 ft. First officer (PNF) acknowledged clearance and captain began slow descent upon receipt of crossing clearance. First officer told captain ziggi was 37 DME from 210 degree radial, jfk VOR. First officer left radio to notify company of arrival time and returned to frequency. Crew received frequency change and first officer acknowledged and changed frequencys. Upon checking in with new frequency, first officer realized aircraft was passing ziggi and was only descending through 11000 ft. Upon saying something to captain about not meeting crossing restr, captain said he thought ziggi was at 24 DME. No traffic conflict. ATC never said anything about not meeting restr. Need better total awareness from both crew members.

UPON CHKING IN WITH NEW FREQ, FO REALIZED ACFT WAS PASSING ZIGGI AND WAS ONLY DSNDING THROUGH 11000 FT. UPON SAYING SOMETHING TO CAPT ABOUT NOT MEETING XING RESTR, CAPT SAID HE THOUGHT ZIGGI WAS AT 24 DME. NO TFC CONFLICT. ATC NEVER SAID ANYTHING ABOUT NOT MEETING RESTR. NEED BETTER TOTAL AWARENESS FROM BOTH CREW MEMBERS.
