Narrative:

Montgomery ATCT provides approach control service for mgm airport and maxwell AFB located approximately 5 NM apart. Procedures are contained in an LOA for maxwell tower to insure that VFR departures that will affect mgm ATCT class D airspace are issued east or west headings to avoid the mgm class D to the south. In this instance the learjet departed runway 15 at mxf and proceeded southeast crossing the final approach course to runway 28 at mgm. It passed behind 1 aircraft and in front of the cherokee, missing it by about 1 mi at the same altitude. I'm not sure if the learjet was on an IFR clearance at the time. Failure to insure that the aircraft executed the west turn prior to changing his frequency. A similar incident had occurred about a week earlier involving a twin cessna and a heavy KR35.
