Narrative:

Pilot was on pilot familiarization flight with owner in copilot seat. We received clearance direct to a small airport 30 mi away, VFR 2500 ft and below. Climbing through 2100 ft, controller asked for altitude. In the noise of the cockpit and with operational comments from the owner, the pilot asked the controller to say again. Controller asked for altitude and gave altimeter setting. Pilot noticed that altimeter was set a full inch different from that given by the controller. Pilot adjusted altimeter and gave controller correct altitude of 3100 ft. Controller repeated our clearance only to 2500 ft or below and issued admonition to adhere to clearance. Now, thinking back over the preflight, the pilot saw what appeared to be the correct field elevation on the altimeter when actually the value in the kollsman window was exactly 1 inch different. Pilot thought he was climbing to 2500 ft when actually he was approaching 3500 ft. From now on, the rule is doublechk ATIS against kollsman window against field elevation -- in that order.

Title: BELLANCA 300 PLT SET HIS ALTIMETER 1 INCH OFF AND IS CLBING TOWARD 3500 FT BUT HAS ONLY BEEN CLRED TO 2500 FT AND ENTERS AIRSPACE HE IS NOT SUPPOSED TO.

Narrative: PLT WAS ON PLT FAMILIARIZATION FLT WITH OWNER IN COPLT SEAT. WE RECEIVED CLRNC DIRECT TO A SMALL ARPT 30 MI AWAY, VFR 2500 FT AND BELOW. CLBING THROUGH 2100 FT, CTLR ASKED FOR ALT. IN THE NOISE OF THE COCKPIT AND WITH OPERATIONAL COMMENTS FROM THE OWNER, THE PLT ASKED THE CTLR TO SAY AGAIN. CTLR ASKED FOR ALT AND GAVE ALTIMETER SETTING. PLT NOTICED THAT ALTIMETER WAS SET A FULL INCH DIFFERENT FROM THAT GIVEN BY THE CTLR. PLT ADJUSTED ALTIMETER AND GAVE CTLR CORRECT ALT OF 3100 FT. CTLR REPEATED OUR CLRNC ONLY TO 2500 FT OR BELOW AND ISSUED ADMONITION TO ADHERE TO CLRNC. NOW, THINKING BACK OVER THE PREFLT, THE PLT SAW WHAT APPEARED TO BE THE CORRECT FIELD ELEVATION ON THE ALTIMETER WHEN ACTUALLY THE VALUE IN THE KOLLSMAN WINDOW WAS EXACTLY 1 INCH DIFFERENT. PLT THOUGHT HE WAS CLBING TO 2500 FT WHEN ACTUALLY HE WAS APCHING 3500 FT. FROM NOW ON, THE RULE IS DOUBLECHK ATIS AGAINST KOLLSMAN WINDOW AGAINST FIELD ELEVATION -- IN THAT ORDER.
