Narrative:

ATC facility: msp approach control. Location: msp. WX reported at msp 170 degrees, 10 KTS, 1 1/4 mi visibility, sn br runway 11L/11R. Was assigned runway 11L (short runway) with braking reports of first half fair, second half poor. Due to my experience level in the aircraft I requested runway 22, a longer runway favoring wind. We were turned down and was told runway 11L was our runway. I then requested runway 11R (longer runway) and was told negative. I told them I could not accept runway 11L due to operational considerations due to the recent aircraft going off the end of slick runways. I felt the prudent and common sense runway choice was at least the longer runway. Was told negative that my runway was runway 11L. Declared an emergency first requesting runway 22 and after being informed runway 22 was closed was granted runway 11R (longer runway). Landing was uneventful and after taxiing clear of active requested if the crew needed to contact or submit paperwork. Was told by ground controller that this was not considered an emergency and no report was necessary. My personal view was that with my level of experience I was being pushed into a corner with a need for a longer runway which would have provided us with the extra margin of safety and should not have had to declare an emergency to get it.
