Narrative:

Landed a helicopter in the city of phoenix public park to pick up some passenger. I used standard helicopter approach and departure procedures and did not violate any FARS that I am aware of. I made ATC communications with sdl and dvt towers, but was actually in class east airspace, on the border of dvt class D airspace. No communications with anyone on the ground at the park were made. In the future I should probably call the phoenix police or parks and inform them of my intentions, so they can field complaints of noise or other concerns of residents in the area. I am aware of no landing restrs or city ordinances for helicopters in the city of phx.

Title: PLT OF A PRIVATELY OWNED HELI LANDED IN A CITY PARK WITHOUT PERMISSION FROM THE LCL AUTHS OR A MEANS TO ASSURE THAT OTHER PERSONS WERE NOT HARMED BY THE OPERATING HELI WHEN IT LANDED, IDLED AND TOOK OFF.

I MADE ATC COMS WITH SDL AND DVT TWRS, BUT WAS ACTUALLY IN CLASS E AIRSPACE, ON THE BORDER OF DVT CLASS D AIRSPACE. NO COMS WITH ANYONE ON THE GND AT THE PARK WERE MADE. IN THE FUTURE I SHOULD PROBABLY CALL THE PHOENIX POLICE OR PARKS AND INFORM THEM OF MY INTENTIONS, SO THEY CAN FIELD COMPLAINTS OF NOISE OR OTHER CONCERNS OF RESIDENTS IN THE AREA. I AM AWARE OF NO LNDG RESTRS OR CITY ORDINANCES FOR HELIS IN THE CITY OF PHX.
