Narrative:

We were abeam approach end of ord's runway 14R at 7000 ft. Controller stated we should expect a short final as we were #1 to land on runway 14R. Captain thought he heard descend to 4000 ft and initiated a descent. I attempted to query controller about altitude but was stepped on by another aircraft. When I did get through he said to maintain 7000 ft but then said I see you've departed 7000 ft, descend and maintain 6000 ft. We had descended as low as 6400 ft prior to clearance to 6000 ft. There were no other aircraft in the area either visually or on TCASII (scale 10 mi). We were not advised of any conflict by the controller.

Title: B727, LEVEL AT 7000 FT, THOUGHT THEY WERE CLRED TO DSND TO 4000 FT. GOT TO 6400 FT BEFORE ATC CAUGHT THEM AND CLRED THEM TO 6000 FT.

CAPT THOUGHT HE HEARD DSND TO 4000 FT AND INITIATED A DSCNT. I ATTEMPTED TO QUERY CTLR ABOUT ALT BUT WAS STEPPED ON BY ANOTHER ACFT. WHEN I DID GET THROUGH HE SAID TO MAINTAIN 7000 FT BUT THEN SAID I SEE YOU'VE DEPARTED 7000 FT, DSND AND MAINTAIN 6000 FT. WE HAD DSNDED AS LOW AS 6400 FT PRIOR TO CLRNC TO 6000 FT. THERE WERE NO OTHER ACFT IN THE AREA EITHER VISUALLY OR ON TCASII (SCALE 10 MI). WE WERE NOT ADVISED OF ANY CONFLICT BY THE CTLR.
