Narrative:

Right after takeoff, right propeller went to 103.7 percent RPM's. To try to reduce RPM, moved the condition lever back. This seemed to help. We (crew) did not declare an emergency. ATC did, and did not tell us, so we could not tell the flight attendant or passenger. We (crew) did not know until short final and saw the trucks.
