In sum: a C182 pilot borrowed a friend's aircraft after she found that her aircraft's battery was dead. She was being very careful with the borrowed aircraft. She got a clearance to taxi to runway 13R which required crossing runway 13L, the landing runway. The ATCT local controller questioned her having crossed runway 13L 'without clearance.' clearing WX allowed her to cancel her IFR departure, but prevented her from doing the 45 degree right turn out that she promised to the local controller. She regrets ever having flown and was over an hour later for her luncheon date. She was unfamiliar with the new ground control frequency at rhv and its taxi procedures.

Narrative: IN SUM: A C182 PLT BORROWED A FRIEND'S ACFT AFTER SHE FOUND THAT HER ACFT'S BATTERY WAS DEAD. SHE WAS BEING VERY CAREFUL WITH THE BORROWED ACFT. SHE GOT A CLRNC TO TAXI TO RWY 13R WHICH REQUIRED XING RWY 13L, THE LNDG RWY. THE ATCT LCL CTLR QUESTIONED HER HAVING CROSSED RWY 13L 'WITHOUT CLRNC.' CLRING WX ALLOWED HER TO CANCEL HER IFR DEP, BUT PREVENTED HER FROM DOING THE 45 DEG R TURN OUT THAT SHE PROMISED TO THE LCL CTLR. SHE REGRETS EVER HAVING FLOWN AND WAS OVER AN HR LATER FOR HER LUNCHEON DATE. SHE WAS UNFAMILIAR WITH THE NEW GND CTL FREQ AT RHV AND ITS TAXI PROCS.
