Narrative:

On dec/fri/96 the wind indicator at the LC1 position was reported OTS. It was repaired 2 hours later and returned to service. The very next day, dec/sat/96 the LC1 wind indicator was logged OTS at XX50Z. On dec/wed/96 at XA40Z, all of the tower wind direction indicators were logged OTS. This is the sixth incident in 1996 that we've had concerning the wind instruments being logged OTS in the control tower. The winds on the ASOS monitor are updated every min and those winds are being reported to the pilots as 'estimated.' this is a newly constructed facility which was occupied on dec/xx/95. The problem with the wind instruments is becoming a regular occurrence.

Title: CTLR AT AVP CLAIMS THAT THE TWR WIND INSTS HAVE FAILED NUMEROUS TIMES DURING THE MONTH OF DEC 1996.

Narrative: ON DEC/FRI/96 THE WIND INDICATOR AT THE LC1 POS WAS RPTED OTS. IT WAS REPAIRED 2 HRS LATER AND RETURNED TO SVC. THE VERY NEXT DAY, DEC/SAT/96 THE LC1 WIND INDICATOR WAS LOGGED OTS AT XX50Z. ON DEC/WED/96 AT XA40Z, ALL OF THE TWR WIND DIRECTION INDICATORS WERE LOGGED OTS. THIS IS THE SIXTH INCIDENT IN 1996 THAT WE'VE HAD CONCERNING THE WIND INSTS BEING LOGGED OTS IN THE CTL TWR. THE WINDS ON THE ASOS MONITOR ARE UPDATED EVERY MIN AND THOSE WINDS ARE BEING RPTED TO THE PLTS AS 'ESTIMATED.' THIS IS A NEWLY CONSTRUCTED FACILITY WHICH WAS OCCUPIED ON DEC/XX/95. THE PROB WITH THE WIND INSTS IS BECOMING A REGULAR OCCURRENCE.
