Narrative:

ATC facility: dfw tower. Location: runway 35R localizer 12 DME. On final runway 35R ILS, cleared for approach, told to maintain 4000 ft MSL until intercepting GS. A TA sounded, followed by tower telling us to descend immediately to 2300 ft. RA sounded descend, descend now and the captain followed the ivsi lights down. Target at 600 ft above popped up just as TA sounded and tower told us to descend. Stabilized at 2300 ft, reintercepted GS, landed. No further calls from tower concerning RA. WX was snowy/icy and one runway had just been closed, but visibility was ok at 2300 ft. Never saw the aircraft that caused RA.

TARGET AT 600 FT ABOVE POPPED UP JUST AS TA SOUNDED AND TWR TOLD US TO DSND. STABILIZED AT 2300 FT, REINTERCEPTED GS, LANDED. NO FURTHER CALLS FROM TWR CONCERNING RA. WX WAS SNOWY/ICY AND ONE RWY HAD JUST BEEN CLOSED, BUT VISIBILITY WAS OK AT 2300 FT. NEVER SAW THE ACFT THAT CAUSED RA.
