Narrative:

Aircraft ground looped while attempting a touch and go to runway 27. Wind instruments in the tower indicated 290 degrees at 09 KTS. Subsequent investigation appears to show the wind direction indicators were set in a test mode. A review of the archive received from the on-field WX observer indicated the wind to be 030 degrees at 11 KTS at the time of the incident.

Title: A J3 MAKING TOUCH AND GOES LOST CTL OF ACFT AND GND LOOPED ON THE RWY. CTLR CLAIMS THAT WIND DIRECTION INDICATORS WERE SET IN TEST MODE AND INCORRECT WIND INFO ISSUED TO PLT.

Narrative: ACFT GND LOOPED WHILE ATTEMPTING A TOUCH AND GO TO RWY 27. WIND INSTS IN THE TWR INDICATED 290 DEGS AT 09 KTS. SUBSEQUENT INVESTIGATION APPEARS TO SHOW THE WIND DIRECTION INDICATORS WERE SET IN A TEST MODE.
