An air carrier climbed to FL310, however, the flight crew failed to reset the altimeter climbing through FL180 and leveled off below FL310. When ATC questioned their altitude, the flight crew discovered that they had not reset their altimeters to 29.92.

Narrative:

Aircraft had reached assigned altitude FL310. No calls from ZOA. ZSE called and asked for our altitude. Upon checking altimeter discovered that captain and first officer had failed to put in 29.92. 30.28 was displayed. Reset altimeters and climbed to correct altitude.
