Narrative:

Aircraft had reached assigned altitude FL310. No calls from ZOA. ZSE called and asked for our altitude. Upon checking altimeter discovered that captain and first officer had failed to put in 29.92. 30.28 was displayed. Reset altimeters and climbed to correct altitude.

Title: AN ACR CLBED TO FL310, HOWEVER, THE FLC FAILED TO RESET THE ALTIMETER CLBING THROUGH FL180 AND LEVELED OFF BELOW FL310. WHEN ATC QUESTIONED THEIR ALT, THE FLC DISCOVERED THAT THEY HAD NOT RESET THEIR ALTIMETERS TO 29.92.
